Parent/Guardian Assessment Refusal Form
This form is required for parents or guardians refusing any assessments, including FastBridge, Capti, MCA, and ACCESS.
This form is required for parents or guardians refusing any assessments, including FastBridge, Capti, MCA, and ACCESS.
MCA
- The federal Every Student Succeeds Act (ESSA) and Minnesota statutes require that public school students be assessed annually in reading, mathematics, and science.
- The MCA and MTAS/Alt MCA are the standards-based accountability assessments used to meet this requirement. The results provide a window into equitable student learning opportunities across the state. These results provide one data point that should be considered in the context of additional evidence of student learning, such as student projects and assignments, and other data from the district’s comprehensive and balanced assessment system.
- Most students take the Minnesota Comprehensive Assessment (MCA). Students with significant cognitive disabilities who receive special education services and meet specific eligibility requirements may take the Minnesota Test of Academic Skills (MTAS) or Alternate Minnesota Comprehensive Assessment (Alt MCA) in place of the MCA.
- The MCA and MTAS/Alt MCA are criterion-referenced assessments, which means they measure a snapshot of student learning of a fixed set of criteria: the Minnesota Academic Standards.

FastBridge
FastBridge is a web-based assessment suite. KCS uses FastBridge assessments as a universal screener for all students K-12 to assess students’ reading and math skills.
- The READ Act requires mandatory screening of every child in kindergarten, first, second, and third grade, including multilingual learners and students receiving special education services, using a screening tool approved by the Department of Education.
- The Minnesota READ Act requires students in grades 4 and above, who are not reading at grade level, to be assessed for reading difficulties, including characteristics of dyslexia, using a tool approved by the Department of Education. This requirement includes multilingual learners and students receiving special education services. In addition, students not reading at grade level must continue to receive evidence-based instruction, interventions, and progress monitoring until the students achieve grade-level proficiency.
The assessments are aligned to Common Core Standards and MN K-12 Standards. Assessment results can be used to identify students in need of additional instructional support or advanced differentiation.

Capti ReadBasix
Capti ReadBasix is a diagnostic reading assessment, based on the Science of Reading, to inform instruction and intervention.
ACCESS
The ACCESS test is administered to monitor the annual progress of English language learners (ELs) in acquiring academic English, as required by U.S. federal law. It provides educators and families with crucial data to make informed decisions about a student's language development and instructional needs.
The federal Every Student Succeeds Act (ESSA) requires states to annually assess the English language proficiency of EL students in kindergarten through 12th grade.
Educators use ACCESS scores to facilitate language development and guide instructional planning.
